I can’t remember his phase switch dialogue so so he may have changed his mind there, but initially Calvus wasn’t entirely trying to kill the MC

yeah id imagine they are super advanced, but have a very weak or maybe non existent navy, plus quite a weak or small army (small population perhaps?)

Yea, Arish Vista is the only mage in generations. This feels too specific to be just dropped by Vetex, so I feel like this has something to do with the Order, because as you said those who reside on Sky Islands typically have a greater likely-hood to be born with magic. (Cerulea, Skylians from WoM etc.)

My guess is that there is much more magic pollution in the sea than the clouds, so at higher altitudes, much less people are going to be born as mages, unless that trait is passed down to them through genetics (hence why Skyhall’s entire population is made up of mages)
Magic Pollution doesn’t affect how much spirit energy you’re born with
