I’m not certain, but I think that population numbers seen on the map are meant to be “it is common knowledge that this many people live there”. Most people wouldn’t know about a bandit group living there, unless it’s a particularly well-known one, I think.
most people dont even know blackwater grotto exists but on the map it still has its population listed
