Well Ravenna would probably implode as someone who is not of the royal lineage just murdered the king and took the throne. At best Julian is probably only going to be able to effectively manage the island of Ravenna itself. All overseas territories are pretty up in the air.
Then again a lot of those places only have like a couple 100 people combined, so maybe it’s not that bad. Fort Talos and especially Fort Castrum might be a problem for him though.
