I would vote an āAā to the anime because it has a great story, development, and great reasoning of the protagonists to solve problems and to move forward in their goals.
But the problem is that the anime has an overwhelming fanservice (for example: it has 4 bathing episodes of 12), and the colorful design isnāt for everyone.
i dunno why My Hero Academia isnāt on this list butā¦

It would merely take a couple people who can do animations and voices. Itās not that expensive.
Animation takes a very long time, which is why big time animation companies have teams of like 30

more budget + more skill = better product.
skill is more important of the 2, but money is still needed. hiring a studio to work on it would be easier, but passion also plays a large part in quality, story and animation wise.
