Will Surge really be usable by Warlocks? I think there’s a good chance it’s Mage-exclusive. Vetex could have just raised his level above the cap to use the Ultimate Art.

That attack is HUGE by the way. Easily biggest attack in the game outside self-explosion.
I think the outer ring is purely visual
Without spoiling much as a patreon member, its uhhh, its a REALLY big attack, but what we see isnt representative of the actual games version.
