Could other Gods make curses or was only Prometheus capable of doing it?

I feel if any other god/goddess was able to create curses, it would be Hecate. This is for a fairly obvious reason being that she’s the actual goddess of magic. Which in ancient Greece was mostly comprised of curses, and it somewhat annoys me we haven’t seen or heard about her at all in the AU. I get she’s not an Olympian, but come on she’s the literal goddess of magic.
I assume vetex doesn’t know that much about greek mythology, only really knowing the surface level stuff
