Personally, I think it makes sense. Many of the criminals have shed any allegiance to a single nation would basically be free to wreck havoc on the open seas without the Grand Navy’s intervention. I mean the whole reason they were formed was because, a single former ruler got too destructive and left his nation to cause chaos for everyone else.
The Kingdoms can’t be expected to patrol entire seas, nor do I expect they’d want to when they could use that military power to defend their homeland. However, The Grand Navy being a group devoted to that very idea, with an already (most likely) impressive home military force is perfectly capable of such a feat.
So yeah, I think they make sense, someone needs to keep peace on international waters and it’s not like the kingdoms are going to cool their wars for five seconds to do it, so someone else has to. At least that’s what I think.

I think they exist for gameplay, really.
Maybe King Admiral will change my mind, but the Grand Navy seems to only exist for the sake of the reputation system.

There’s a reason law enforcement exists in the real world. Just sayin’ lol.
Tbf the GN is less like a country making their own law enforcement and more like another country coming in to enforce it for them.
That said given the history of the world and the massive amount of pirates I’d say their existence makes sense. Besides the kingdoms agreed to have them so it’s not like they’re forcing them to let them stay. At least as far as we know for now.

I dislike the idea of one big company fighting the criminality. They are easy to get corrupted.
Okay hang on you asking if their existence makes sense writing wise or like from an in universe should an organization like that exist?
every major vetex game needs a powerful lawful good organisation that spans all the seas/ continent so yeah id say it fits
I’d much prefer it if every kingdom dynamically protected themselves from specific threats, rather than just leaving it to the One Piece people.
i mean even in something like one piece there are islands that dont rely entirely on the marines
in ao ravenna centurions do protect the island, they cuffed ruby roger in sailors lodge, and they have the camp on shell island, they dont just wait for the navy to show up whenever theres a criminal they just deal with their own problems while the navy is more focused on issuing bounties to big criminals and fighting piracy
im not saying its realistic im just saying kingdoms do protect themselves, they dont wait on the navy lile youre saying
