yeah we need at least 3 for oracle to be fully usable but there wont be any choice/ variation in oracle builds for a while, every single oracle will use the exact same spirit weapons and abilities

should be boosted to 0.25% per level
this is so freshies dont go to top of redwake with a single t-jump but so max levels have good mobility still
