that’s not the gambling mentality
in this case you win by actually having skill not luck 
so is poker but it’s also considered gambling
make it so if shields break they have a cracked texture and you can still use the moves, you just dont get the extra blocking power
also make them only take 1 minute to regen

I mean you just stumbled into problem right here. If people accept hybrids being able to use it because it’s bad that implies that good shields should be saved for high weapons stat. Which actually sounds perfectly reasonable.
Like take a step back and think of things abstractly; why can I use a level 50-100 shield when underlevelled to begin with? You can’t do that with weapons unless you count m1s, which are largely irrelevant.
I’d go even further and say if you need war shields so badly just advocate for buffs to existing shields.
I really am starting to think that the problem isn’t the nerfs being made, I think people are literally just getting tired of nerfs. Like think anout it, we rarely get actual buffs to things.
