Honestly I don’t really see the difficulty in adding something similar to flight magic to all builds, even with lore accuracy taken in consideration.
Magic/Spirit builds: flight magic/rituals (lore: usable only one in a while because of the intense magic/spirit energy consumption)
Strength builds: temporary huge boost in running/jumping and swimming abilities (you could literally just swim to the next island or jump over mountains)(lore: as before, usable only once in a while because of the stamina consumption)
Weapon builds: weapons are centered not around the ability of the users, but the use of tools, so why not delegate the job to a “tool”, maybe something mechanical, like some kind of magic-using hoverboard, a pair of mechanical wings, or even just a trained giant eagle.

But seriously, Air-step exists, i feel that some jet propulsion jump spam type move would work:
Magic flight is well rounded, decent speed, maneuverability, height control, + giving the mage the ability to continue casting spells;
Spirit is much slower, but keeps the user far safer by redirecting the natural energy arround them, like levitating in a bubble, it still can change directions easily despite its speed, maybe even pass through hazards and terrain. That or they just morph their body to get wings because Oracles can…
And then there is strength, which excels at speed, continuously launching the person in a single direction, while any down time is created by air-stalling. Once you stop stalling, you move in your direction until you momentum slows down enough to propel yourself again or start stalling/fall.
Helicopter weapons really is our best idea ig. That, or hear me out, just use trace magic to turn the air into physical object that the weapons users holds below them.

honestly, making harder spells longer seems like the best (and fairest) way to make intensity good; Like realistically, i bet it takes some time to regain the fortitude to create a spell like Pulsar, and its not even a lost technique.
