Spawn randomly, AI calculated by the server. These can rarely be members of well known pirate groups, and contain random pirate NPCs that can be fought.
Once all NPCs on board are defeated, Sealed Chests will spawn on the deck. The amount spawned will depend on the ship’s “difficulty”, and how much damage the crew took relative to the ship. (To prevent players from just jumping on a full HP ship and killing the crew for easy loot)

Diving Spots info:
Rarely spawning structures in deep sea that have groups of chests and some indication on the surface. Diving for these should be risky (due to sharks) but rewarding and worth it, due to the fact that sealed chests sometimes spawn here. (Depending on the difficulty, it might be ONLY sealed chests that spawn instead of treasure chests, unsure)

Dark Sea Expeditions info:
In this game, you can sail outside of the War Seas cluster and into the great unknown world beyond, known as the Dark Sea. These are areas clouded in thick fog, with unpredictable and lethal weather patterns that only get worse the further out you go. If you want to venture out into these seas, you must be prepared, and if you come back to the War Seas alive, you will be rewarded heavily.
Strong enemies and NPCs can spawn here, as well as randomized bosses.
Mirage Islands can also be found out here, which are random-generated and some pre-made islands which spawn in random locations, simulating the unpredictableness of the Dark Sea.
