I’m pretty sure it’s in context with the fact that Legacies can control their Spirit Energy (either consciously or subconsciously) to create the Spirit Mutations, because the only way till now we have seen anyone manipulating their Spirit Energy is with the help of a Relic (including us, a Legacy), so I would wait for that confirmation until I see a Legacy controlling their Spirit Energy freely without a Relic.

As a writer I disagree that AO’s power system needs to be improved in the traditional way. It’s more complicated to me in the sense that outside of potential inconsistency issues and things of that nature I’d say there really aren’t any technical flaws in the power system in a vacuum (In my personal opinion there are parts I don’t like, but I wouldn’t say those are flaws).
What makes a good power system is everything that surrounds it. For example a manga like Dragonball is simplistic so it has a simplistic power system: Ki, and a complex manga like Hunter x Hunter has a complex power system: Nen. To me the general vibe and mood is what reflects on the power system, so bigger isn’t always better.
In the case of AO I’d say that for a mid tier written Roblox game the power system is serviceable. Really most of the problems come from flaws in the story that then cascade like a pretty little waterfall.
When (or if, in the case a book never exists) AO were to become a book and get rewritten to be more well written then I’d expect a power system rewrite to also be there.

When has Vetex ever done the same!?? Chaos isn’t a plot-device, it’s a narrative device, every time Chaos does appear it’s unexpected, because it appearing or not appearing wouldn’t have made any plot-convenient change for a certain character, or to explain some broken plot point.
And as for the lore, Chaos only does two things: that is create Magic, and create the Universe with Creation (alongside being Dark Matter, somehow), very tough to find a plot-device here.

So this is essentially just a dogfight between Curse users, and has nothing to do with the navy, infact the Curse users can just go and conquer the land by themselves, why even bring the navy into this; and this Keraxe navy always needs the assistance of multiple Curse users at the same time to make any of their inavsions work, unlike the actual Keraxe navy which could work independently regardless of their Curse users once they’re created? Why would Keraxe even have a Navy at that point, they just seem like a massive liability if anything? Even their non-Curse made portion of the navy with their more durable wood, would be nowhere near being considered “the strongest”.

That is clearly not true as I outright pointed that “Magic Energy should increase durability” would work as a change to the lore, as it adds something without ruining anything established in the current lore. Your case just doesn’t work like that, and you also seem to refuse from completely acknowledging it, so it’s gonna be worse than the original lore regardless of what it is because of its inherent flaws that won’t be fixed.
