He’s a 78-year-old “army colonel” of the unknown military faction of the War Seas. He seems to have a connection to Veronica, as he’s implied to be her comrade during their time as a rescue team to Perez’s disappearance in the whirlpool.
He’s the wielder of Flash Curse, which allows him to create, control, and transform into flashing energy at will, as well as gaining the speed and agility of the light! How did he obtained his Sea Curse? It’s still a mystery.
He somehow acts as Perez’s either enemy or ally, more akin to a frenemy dynamic!

Why is she a grandma if curses apparently bring your physical prime?

Well, they obtained their curse at their prime strength, but not their youth! (They got Curses at 50 year old.)
