This is not a universality. And again, this is completely random. Magic isn’t choosing good people, and even if they are good, it isn’t that hard to be corrupt.
The most useful aspect of magic is violence. I’m not sure what you mean by altruism though, but I don’t want to jump to any conclusions. Also, I don’t think “lighting candles” cancels out the atrocities it allows a single person to do.

pretty sure that’s Chaos, Chaos is attracted to evil people, magic is neutral, it’s just get stronger as you get older/have more experience with it
