We could set rules in play. As much as I’d love to do anything without setbacks, it’d be ww3 out there.
Having a lot of rules just made the server go south the past 4 times in a row ive been on them, also if you really wanna keep your items safe I recommend just having an enderchest and a silk touch pickaxe for it so you can always keep your items safe. You could also use shulker boxes to have more space but as far as I’m aware nobody has gone to the end yet
All we have to do is just set basic rules like no grieving, no stealing and no killing. Simple. If people try to bypass you just add more but keep it loose

I spent like 4-5 hours traveling before settling to make a base. Not the most isolated location but I don’t expect many people to come out looking for me or my belongings so as long as I am 10-100k out I am fine.
