This is just for fun really. It’s possible none of them are involved.
My guess is that this time around it might be a situation where an “advisor” (maybe one of the generals) is really pulling the strings and manipulating the ruler.
Though, we know nothing about these characters, so we’re all going to be simply guessing.

I think that we can almost certainly clear Empress Nilah from being part of the Order of Aesir, cuz that would mean two kingdom leaders in a row would be part of aesir and that just feels very lame
I doubt the Empress is, but if she was, that would be kinda lame since weve already had a king as a high lord
note that there are only like 6 high lords while theres gonna be like 9 kingdoms, so it’s possible there’s kingdoms that aren’t involved with the Order. We don’t know how many twists are gonna be thrown at us, so I’m not outruling there being at least one baron as a high ranking official in every country.

There are 12 Barons though. Meaning there can be at least 1 Baron from each kingdom as Vetex once revealed in a tweet that theres actually 12 kingdoms planned, only 1 in-game (And Argos is the only Baron found). Its possible that half of them are through side quest chains tho
