I think the “tolerance” stems from either “I like to fight people and wish people would fight” or “it makes the world feel more dynamic.”
everything in this game feels kinda hostile imo, so it’s just a part of the game (sharks, weather, islands controlling mobility, ships being a pain to fight on, random max level criminal/hero about to kill me, pirates, gear sometimes literally being an rng fest through treasure chests and charts, Scrolls, treasure charts being lost on death, ect) to me. Running from some guy who stat checks me? Another AO moment.
This greatly encourages retreating. Combined with how combat works (every move kills momentum, advancing attacks have lag), it makes retreating the name of the game.
And with how much people hate zoners in fighting games, people just get angry.
It’s not really about what makes a game okay, it’s more like a hidden complain about “why can’t I kill people.” Kinda like how people will complain about bosses being too hard until they beat them (And sometimes they have a point too).
the advocacy for pvp is “I can’t play the game how I want.” If retreating became difficult, all the sudden combat is forced on people and now the complaints will be " I can’t not pvp." The argument supporting ganking is mostly “I wanna pvp cuz I have the option.”
Most bosses don’t actually retreat, they’d just fight. In this way, PvE naturally makes it so people can engage with it without worrying about someone else. (I bet Calvus would be very sad about getting mauled repeatedly for his cape.) Pvp, however, can be avoided so naturally the complaint is “why won’t you fight me???” without considering that the chase is part of the fight(since just like how open-world pvp gives people the option to fight, it give people the option to run.)
I as a player will always have the option to retreat. It’s my method of fighting. Unfortunately it ain’t what someone else wants to deal with. They don’t consider it pvp.
People might actually want to fight if there weren’t so many risks attached to fighting. But since it’s so risky, retreating is both appealing(no risk, better reward, since most pvp tends to be negative reward for most pve players) and strong because of the game design.
Basically:
The tolerance is because some people simply want to pvp, without considering that the person they face is also a person.
(imo, People are saying get good because they can win in pvp. If they weren’t good at pvp, they’d probably complain too. Now that they are “good” they just tell other people that because that’s what people before them told them.)

by living, you accept that you may experience terrible things. nothing is forced about being tortured because you chose to live in a world with bad things.
