I always thought the chance of getting it is higher during the quest bec of how often I get it (within 5-10 fishes)

i’d say sunken staff

getting sunken staff specifically out of all sunkens is like a 1/8 chance and getting a sunken is a 1/2k chance

a lot of staffs got wiped from nimbussy update so that’d make it rarer than the armour pieces
and sstaff should be more rare than ssword since it came out later

not really obtainable anymore but I would say that interchange gels could very well be rarer than even headless at this point.

considering every item has a chance to be enchanted, it’s probably some enchanted treasure chart rare modified item or an enchanted sunken

That quest took me NINE MONTHS TO COMPLETE. AND DURING THAT TIME, I OBTAINED NEARLY A DOZEN ANGLERFISH FROM MY CREW AND CASTWAWAYS. BUT OF COURSE THEY DIDN’T BLEEDING COUNT.
