How did the rear Admiral Adkins image come into existence does anyone know
Something about Notoriety? I don’t know much more than that, but I think there was something that prevented a maximum level from being applied to Notoriety-spawned Navy level scaling.

Pretty sure testers could give how ever much notoriety as they want to themselves. So it might have been a leaked image or some dude have the sheer willpower of getting that much notoreity
There is a chance that he spawned due to the glitch that gave people a ridiculously high bounty, since I think increasing bounty also increases notoriety.
Adkins family is real
I think I recall a tester saying during the testing phase some rear admirals were 40k in level, so it’s likely they could just infinitely give themselves more and more notoriety
Also this means that there are others like Adkins out there (real) and that the highest rank possible for a GN npc is Rear Admiral currently
The highest rank a navy npc can reach is rear admiral as of now so that explains it
