Functionally speaking, doesn’t javelin already do that? It’s a projectile that pulses on contact but with the added benefit of sticking to the target.
My take from this is that Spirit Energy probably won’t have any thing too crazy like synergies with Weapons, Magic or Fighting Styles. Maybe just giving non-spirit-weapons attacks properties of your designated spirit weapon?

And that second question, Vetex already did imply that they might make a return, actually. Not in the QnA, somewhere here in the forums.
They seem to be set up as mentors for specific builds that you will later meet to introduce the high level stuff for them rather than actual characters that will join your group.
The only person in there thats the closest fit for MC’s group imo is Maya, but she might be busy making her Empire and it seems implied we’ll join her after the story rather than during it.
But this could open the possibility of a team up at some point since she’ll be around, which was why I considered her the closest tbh. But again, might be busy to actually be a long-term member of the group.
Steleus kinda hints into that…maybe he’ll teach you about ancient magic scrolls and how they work?

We either meet her during the story, cooking up the empire, or we come back to a specific sea to see our Empire.
Would be interesting if an island acted as the empire’s scaffolding, and it would progressively expand the further you are in the story, some games do that.
Ill admit, I think Maya’s the only character who has a chance at all from Sailor’s imo. Just cause she has a chance, doesnt mean they are high tho.
I personally think its gonna be Shura if all those 3 chars arent entirely new characters. He basically left Bronze Sea, hinted we’ll meet again, and then theres the fact that our group is full of outcasts with Shura’s “Wandering Ronin” title possibly matching that theme.
He has no priorities atm, he’s a Wanderer, so with the right shove, he would def join the group.
