Durza is evil. Is he just completely unhinged and destroying every in his path with no actual motive? No.
Durza is considered evil because he has absolutely zero regard for anyone besides himself, and he is completely consumed by greed.
It’s not like he just got attacked by theos, no, he was actively planning to loot his town and probably kill many people. Sure, it wasn’t his intention to destroy 80% of the world, but he sure as hell did it with no regret or thought.
Infact shortly after his world destroying oopsie he goes and massacres a entire islands military and robs their leaders Sand Curse just so he can have it, despite leaving their people defenseless after wards.
He also practiced with questionable magics (dark revival), which can’t really be said is directly evil since the peacekeeper used it, but his intention was to get rid of Durza before he fucked the world again.
Speaking of, I don’t know if this is canon or not but Durza was pretty content with summoning a DEAD GOD who would undoubtably destroy and kill uncountable lives, all so he could kill an old ass man who pissed him off.
In short, Durza is evil because he literally fucked everything over with no regret just so he could be stronger, with no real point to it besides living longer and being stronger.
For this purpose, it is. What actually ended up happening doesn’t determine his character. What he knew, and what he decided based on what he knew does

Already explained earlier but literally at the bare minimum he was gonna destroy a city if he was just stupidly underestimating himself then only oberon(the city right next to them) would get destroyed and that would still be slaughtering an entire city (which still qualifies as genocide.

He also ordered ENTIRE FAMILIES TO BE EXECUTED so he could get a sea curse. The order is straight evil, they will kill and steal from anyone to unlock some ultimate power. Presumably, that power is going to either end the world or be used to rule it. For all of the bosses that we fought in the story, they attacked first and were going to kill us. The player also shows remorse for Revon as they try to apologize or tell the truth. I can understand the argument that the player is bad because of their pirate/bandit genocide, but you’re honestly just trolling us all.
Durza is more of your interpretation on AA and the lore doc, but Theos was obviously defending his city against Durza and his undead army. I see Durza as being evil for his complete lack of care for human life. He was manipulated by Hades, who likely hated humanity for killing his family and wanted to create as much damage as possible.
