The Grand Navy also deals with criminals of other kingdoms, so I guess those kingdoms pay them ig. They also have contracts with all the kingdoms (somehow), so Ig its just very connected with the kingdoms and the Seas that its constantly making buck from them.
I also have a theory that the Grand Navy is actually heavily involved in the Order, probs the one that’s actually making the biggest role to its current influence and control over the War Seas. The history of how it became the Grand Navy and Edward Kenton’s history with them makes GN highly suspicious for me, which means MC will probs side with Corsair Country, which leads to the “bad rep” section of the story.
This could also be a huge factor as to how its so powerful and seems to not be worried about getting broke. Its just really interconnected with the other kingdoms(and possibly a shady organisation) that it can easily sustain itself without worry.
I think they get secretly financied by Order.

There is definitely some corruption in the gravy as Edward has stated, maybe the King Admiral will be one of the High Lords.

It does make a bit of sense, given how quicl they knew about us destroying fort talos, yet apparently being unaware of the 30+ excecutions carried out by ravenna, and perhaps ignoring even the existence of the eternal mines.
That’s… completely normal for a military structure. The only militaries that actually earn money are conquerers, which is generally a rather corrupt and vile undertaking. It can be assumed that the navy receives funding directly from the primary source of government within the War Seas, whatever that may be.
Actually, the biggest hint for me was when Iris went to Silverhold to ask if theyve seen the Order ships. But then they said they didnt see any ships.
Its a lie.
Morden literally saw the Order ships when he was in Palo Town, which was what prompted him to follow them and later end up in Sailor’s Lodge since they went to Fort Talos. Palo Town is literally north of Silverhold. This is the path that the ships wouldve went:
No way in the world they wouldnt have seen those ships. They were covering for them.
This is the biggest hint for me, and if you include this with Kai’s dialogue, Edward’s story, and the GN’s origins, it’s enough to connect the dots and realise theyre working with the Order.

Distances aren’t lore accurate, so Silverhold. Could be far enough for them to not see the Order’s boats
I just came up with an idea. What if when you fight the High Lord King Admiral Gravy Aesir member (If it will even exist) if you’ve leveled up Edward more and higher he could join you in the fight, like how he helped with your escape from the Eternal Mines if he’s the Exiled captain, and maybe try to turn the Gravy for the better after the fight

Even then, Iris even says its odd that they said they didnt see anything, especially if you remember the purpose of the GN is to protect the seas from pirates and whatever and the town thats under their protection is just north of their location, these guys gotta be on the lookout at all times.
No way in the world they wouldnt have seen the ships, even if the distance isnt accurate.
I know that Vetex wouldnt want to change the cutscene, but on my most recent file I upgraded Enzior but he still wasnt in the mines breakout scene
Until it’s proven false, the Grand Navy doesn’t have any reason to believe that the Order is a suspicious entity
SO THEY DIDN’T SEE ANY SUSPICIOUS SHIP!
Iris ask if theyve seen any ships going around. She didnt ask if it was a suspicious ship, she just asked if they seen some ships going past. They literally said that they DID NOT SEE A SHIP. Like, literally said there wasnt a ship at all, rather than seeing a ship and not seeing it hostile.
And it seems they keep logs of whatever ship theyve seen going past. The Grand Navy literally keeps track of whats going on in the seas, thats why they have a track record of us.
Iris: “No… The Navy claims they have no logs of a ship having sailed south from the Stepstones recently. It doesn’t make sense, did they just happen to miss it or something?”
Even if that wasnt a suspicious ship, they still wouldve had records of it.
Also, you need to chill? Lol
Actually yeah if even iris is questioning it in the story, then either GN is in the order, or the Order has REALLY sneaky ships lol (Order of Aesir submarines?)
If you connect the other stuff we know abt the GN like the origin, Edward’s story, and Kai’s weird defeat dialogue, then GN being connected with the Order becomes more likely imo.
