They still probably wouldve seen the ships from that distance (Remember Palo Town is literally under their protection, they would most likely still be able to see ships around Palo Town)

Also I’m pretty sure (can’t verify rn) that she asked for ships that sailed south of the stepstones. There’s no need to make a gigantic detour to make so that they can’t be seen by the Gravy. Also, remember that distances are not lore accurate

So in short the Navy is either extremely dumb (like ingame) or the order was pulling the strings and told em to ignore the ship
me that sank over 500 ships and meanwhile all the existing shipwrights that built all of the existing ships just having emotional exhaustion xD
Maybe, when the Order of Aesir escaped it was too foggy and they used a sailboat so the Grand Navy did not see them.
