The point of his character is that he’s the strongest in the war seas not because he uses a specific curse, but simply because he’s just that skilled.
It just doesn’t matter what curse Wotan has, because he would still be a top tier with any curse.
This is the same with other top tier characters like Morock and Arthur. It doesn’t matter what curse you give them, because they’re just so strong it will work no matter what, whether it is deemed a “weak” or “strong” curse by the general public.

just saying, if wotan is considered top tier in the war seas then the war seas is weak compared to the seven seas

While I think you are probably right, there seem to be a lot more powerful things going on behind the scenes in the war seas compared to the seven seas where there was literally a guy with the title of “The dark wizard” just in case you were unaware of who the main powerful evil guy was.
yeah that’s true that’s why i specified there’s gotta be something else up with wotan or the war seas would just seem really weak

in before wotan jobs to whatever the order is trying to release to show how much of a threat it is 
jokes aside I was lowkey miffed when wotan was said to be theos/durza tier cause the seven seas is my GOAT. but then I remembered that people like valencia, apollo, and arsen - plus the obvious ones like arthur and poseidon - were also technically on theos/durza’s tier (note same tier doesn’t necessarily mean equal in strength it just means they’re within a similar range of strength)
