Have a communicative bond so strong that they’re at a place where they nearly understand each other completely; they know the little things their partner loves and hates, can pick up on subtle cues about how they’re feeling, things like that. It’s the kind of bond I wish to have with someone someday.
genuinely respect each other’s choices in life and understand that sometimes you may disagree but that in the end if you truly love someone you should be capable of overlooking those arguments (if they were valid) and live life together for the entirety of it

Going off of what @Divanochi said, it’s not the big gestures of admiration or affection that tend to be cute for me but the little things. Going out of your way to ensure something they value is met. If your S/O likes golfing, take them out to golf. If they are big on tattoos maybe go with them to get one (or go with them and watch them get one).
It is hard if not impossible to give an objective answer from an outside perspective on what’s the “cutest” thing a couple can do. The opinions of the world do not matter in the slightest between any relationship. What’s cute to them is all it takes.
As an example. My S/O loves to write erotic fanfiction, usually of themselves and any multitude of characters from various forms of media (they’re currently in an Alastor (Hazbin Hotel) phase though this is due to end in a week or so). In turn I love to read them, especially in front of her. I do some things for them as well, their pronouns are they/them and she/her. I tend to use they/them more since not a lot of people (barely anyone) does and I want to make sure this side of them isn’t forgotten or ignored. If I were to show them this (I won’t) they’d probably thank me for the consideration and think it’s “cute”.
So overall/tldr; Whatever they think is cute is the cutest thing to them. People are different, couples are different, and there is no cookie cutter answer here. Roses might do one thing but I once gave a buddy of mine a Venus Flytrap for Valentines’ day since they’re into that. It’s also the small things. Unless their thing is big and grandiose then just keep it meaningful. Do not try to shower them with money in hopes it’s bypasses the thoughtfulness behind it (unless again it is something thoughtful)
