When, if ever, does the Grand Navy get involved in international matters?

We all know that the first king of Ravenna, Nero, got arrested by the Grand Navy after what he did to Winterveil. However, when Keraxe razed Port Mistral to the ground they did absolutely nothing. Which leads me to ask, how bad does a crisis within a country have to get before the gravy steps in? Also, when we killed Calvus, surely they would be on our tail? I get that Navy players or just any positive renown would not want to be chased by Navy ships for no reason, but the ships of positive renown players are not attacked by the Bronze Legion if I’m not mistaken (outside the story quest where we go to Wind-Row), despite us being one of the most wanted criminals in Ravenna. So I’m also wondering is the gravy is a little biased, which might make sense given that they used to be a kingdom with allies and enemies. So, why couldn’t they do anything when Wotan is trying to invade Sameria? Are they just lazier now? Do they have to wait until all Sameria’s islands have been completely flattened? I know the Grand Navy isn’t just an AO United Nations and was mainly created to combat piracy, but if Nero got arrested for a reason that can be seen as “just politics,” then surely they can get involved in the case of another atrocity?

I want to know your thoughts on this and please correct me if I’ve made any mistakes.

Why would the Grand Navy know? It’s been less than a month between Port Mistral being destroyed and the player informing Nilah, why the fuck would the Grand Navy automatically be made aware that Port Mistral is gone? (The Gravy is also actively at war in the Marauding Sea, their focus is elsewhere)

Also it’s not the Gravy’s job to intervene in politics. Their treaties with the nations of the war seas from what we are told at blackreach etc exclusively cover matters of piracy.

The arrest of Nero was likely just due to the other nations of the War Seas agreeing that such a figure was in their worst interests, and would be willing to go behind the act. While sure the Gravy might act in some international matters, if they intervened in every conflict, then the truth is that THEY would be the ones finding themselves at the end of a coalition, each nation only cares for their self interests, and some international policing state that harasses them in their own acts of diplomacy would be seen as meddling and undesirable

TLDR; It’s too soon to tell the reactions of the various factions of the War Seas, the actions of Mistral are recent, & The Gravy is not the UN, they likely only intervene in politics with the public support of all other nations to avoid stepping unnecessarily on the shoes of other nations.

Wotan from what we are told was entirely willing to play the game of diplomacy, and so this also leads me to believe that the reason Nero was dealt with is not only because of being a dangerous curse user, but also because he was just unwilling to negotiate or concede in the face of the greater war seas political game.

theyd only step in when sameria is under direct attack or smth

I think it was more so because the war was already “over” at that point, Nero beating Kessler was supposed to be an end of the war, but Nero decided to vaporize everyone at winterveil afterwards for like 0 reason, when he could have easily taken over without killing everyone
Plus he was hunting down winterveil survivors who were basically unarmed fleeing civilians

Plus mistral wasn’t a complete genocide, majority of civilians were evacuated and theres only like 10 bodies

Essentially, Grand Navy decided to go against Nero simply for the sole fact of being a war criminal. Sure, Wotan may start even more wars than him, but at least he never went as far as to obliterate an entire nation’s population to kingdom none. He’s a warmonger, not a heinous tyrant.

I suppose so. Unless some new lore comes out that shows a character worse than Nero, we can all agree that he is.

I feel like if Nero got executed instead of arrested the whole kingdom of Ravenna would know about it since Navy executions are public. Or it could be that the War Seas’ most powerful figures agreed not to execute him for some reason. I mean he is a curse user so he will be really hard to kill unless you use a Devourer or just toss him into the sea.

To be fair, he did commit a genocide and basically go to war with the rest of the War Seas, since it quite literally took an entire coalition of nations to take Nero down.

alright lets not say that, comparing a fictional lego guy to a real life guy who is responsible for a whole bunch of atrocities isnt a good idea in my eyes.

If I had to guess, he wasn’t killed because it would be seen as the grand navy “taking” his curse, which I don’t think kingdoms would like very much
