Let’s guess Wotan, despite being warmonger, agrees to follow certain moral code-equivalent of Geneva convention in Arcane Universe which forbids genocide. Albeit, destruction of Port Mistral might be considered massacre, but I wouldn’t call it genocide-unlike Nero’s actions against Wintervail. Also maybe Wotan doesn’t want to get arrested by Gravy like Nero did-for violation of moral code. Tbf I believe Wotan is stronger then Nero despite latter one having “cooler” and possibly stronger curse.
We need Warren to lock-in and give us a legitimate training arc.

Wotan flies to Sameria → Nilah and Akeem jump him → He gets real injured but beats them both → Warren finds out and jumps Wotan sometimes later → Wotan dies and Keraxe becomes weaker → They become easier target now by Azura, Thorne and kingdoms alike.
They got 4 other curse users
Vetex literally confirmed the only reasons they keep them away is:
- They could get stabbed by a devourer in the middle of the fight (as if they can’t just fly)
- Keraxeans are easily offendable pricks who insist that everyone needs to get an enemy soldier to kill and will throw a tantrum if their leadership tells them how fucking useless 90% of them are

Where the hell did he say that? Silas is just a legacy, they have literally nothing to make them special, it’s not like being a legacy enhances their magic in any manner.

Theos was also just a legacy related to Hecate, like we are to Zeus (probably), so nothing says we can’t get that strong.
This would make Theos come at exactly 4th in the power ranking (excluding Chaos and Creation), assuming these 4 are the top 4 in the verse. Us being top 5 would at minimum make us strong enough to be placed directly below Theos.
Wotan is just powerful in general.
Well, the question initially was why wouldn’t Wotan just fly to Sameria, that is the answer to that. If he does, in a long chain of events, Keraxe would become vulnerable.
Sure they do have at least four more Curse users, but their leader has always been Wotan. And assuming from what Warren says, that he alone could make Wotan call back the war if he could fight him without any restraints, it means Wotan suddenly being out of the equation (permanently) puts them in a disadvantage, since the guy who could keep Wotan in check still exists but Wotan doesn’t.
Theos used most of his life duration on learning magic, Prime Theos is when he had the most knowledge and wasn’t limited by his relatively old age.
And that would mean as a MAGIC user, we’d be able to take down Wotan and Warren, two VERY DANGEROUS curse users… in what, a couple ingame years?
We aren’t ever even reaching top 10, it just makes no fucking sense.
