Primarily, it’s because of two reasons: one, breasts are seen as sexual, and thus indecent to display. And two, men would sooner blame women for their own impulses and failures as a person than take responsibility for said impulses.

Now, to note; this attitude has not been permanent throughout history. In older cultures—especially prior to Hebrew faiths—this attitude was reduced, or even not seen at all. For example, this is a reproduction of a hieroglyph of a woman from ancient Egypt. Something tells me her mode of dress wouldn’t fly today.

Now, part of this also has to do with practicality. Breasts aren’t supported by solid structure, nor do they have the density of muscles. They are quite literally water and fat mass for the most part. And thus, women with a more ample bust would need a constraining cloth while performing certain activities, or else suffer uncomfortable consequences.
