Ravenna IS fodder compared to most other kingdoms likely, but the treaty wasn’t made because Ravenna is in the order. Atleast with everything we know from the game (and it would be pretty lame if Wotan was apart of the order)

Drawing against someone who like us, can go from struggling against regular pirates to dispatching kings with lost magics equipped with a extremely powerful and deadly Curse definetly brings Julian to probably one of the strongest we’ve seen thus far. Excluding mentions like Wotan obviously.
We can represent a curse user’s power with math. Let’s set up the inferno curse and wood curse as two functions.
In a vacuum, the inferno curse is easily superior to the wood curse.
However, we need to take into consideration other factors like how the curse user trains and improves their ability to control their curse or the time they acquired their curse.
Warren has stayed relatively hidden and has not participated in too many battles, so he hasn’t trained as vigorously as Wotan. If we assume that Warren grabbed the Inferno curse after Wotan has already been getting used to wielding the wood curse, things start to make more sense.
