and tbf the main group is definetly gonna do a better job
not how treaties work bruh treaties are made between high standing figures of nations, the only way the order could have manipulated a treaty without calvus having been important would have been if the people signing it were in the order as well (which sort of defeats the purpose of a treaty if everyone making it were part of the same organization)

i think they wouldnt know that it defeated that same purpose 
no point in a treaty if people just have good relations with the nation that is in the same secret organization

Population in the bronze sea is like about 20k, curses still uncommon though like you said even in that population
Counted it, Bronze population is about ~15500 and Nimbus (Post-Mistral) so far is ~17650, even without places like Skyhall and various civilized places in the sea like Fort Montu
