from what I’ve seen no, it’s only available on IOS as an app
the closest equivalent from what I seen to a pretty much better Werble on PC is Adobe After Effects, but I’d rather not pay for a membership

if I’m using a reference, I just take photos of myself if it’s something very specific
artist inspiration wise it’s hard to pinpoint, a few artists I can name are GildedGuy, Jack McGee (Twitter), Zeurel (also Twitter), Hidehiko Sakamura (Art Director for Guilty Gear Strive), and Unknown-Person (DeviantArt)
