This is a change to clan infamy, not renown. Clan infamy gain isn’t effected by that.
I imagine Vetex made the change to put a bigger emphasis on island capturing, considering it is a key part of the empires update.

Again, this basically just deflates infamy. Sure you can’t get up to as high numbers, but now numbers 1/4 as big will be just as impressive as current numbers.
additionally it’ll seem like PvE infamy sources are 4x as effective
Me when my sealed chests now give the equivalent of 8 infamy:
