Also fire has multiple ways of burning underwater, it’s just typically we think of fire as oxygen-carbon combustion, but since this is magic lightning-fire cursebeard is pulling out of his ass vetex kind of has a liscense to do whatever with the logic
Lightning can also perform electrolysis forming hydrogen and oxygen which can then burn to form water again in an infinite cycle
