Because even if it did somehow need to take up a slot as a magic or fighting style in order to functionally imbue, there wouldn’t be an entire functional magic with a gimmick that steam imbuement doesn’t have.
Fully finished effects, even a charge animation.
oh yeah i forgot about heat, steam isnt a magic and ancient lightning is literally just red lightning so they dont count

Ooor vetex has a template magic in the code and just swapped out the effects
Also wow, I wonder if there are any known placeholder magics that leave behind hazards.

Imbuing steam does not add to your charge effects, it also doesn’t create steam clouds (only using heat magic in water does), and it wouldn’t need VFX for every possible spell. Steam Magic has all of these.

And steam could borrow ash…?
