I was 100k-300k bounty for about my first 140 hours, it’s not that expensive and it does cap at 5
I always kept track of mine, and it’s been a while since I was bounty 
it usually costs over a thousand galleons and goes right back up to that by the time you handle the ketches that don’t stop chasing you even after you clear it.

Never struggled with ketches so it wasn’t that big of an issue to me

“deck hands” : oh wow swap fame and bounty need with randomized quests and you have a better deck hand gameplay
While it is annoying being a Villain has advantages being free to do and getting items wherever with tons of enemies for loot, in later updates this will be used to it’s fullest potential if you are powerful enough to out dps a swarm of navy NPCs and who cares if they are high leveled if you have abusable lost spells/techniques and weapons?
Villain means tough so if you don’t want it you’d best go for fame route instead, idk what’s stopping you from doing that unless it’s your character roleplay or something but still.
