It can’t be a flat level like that, imagine being level 1000 and only being able to fight like 3 players in the whole game. Like someone already posted, there’s the low level protection law, but I’m not sure if it will be enough based on it’s current description.
If there is ever something added so that you can’t attack at all players with a level much lower than yours, it should at the very least have the same rules as the low level protection law, as in it only affects players with less than 2/3 of your level. Otherwise, leveling up will simply become a curse where PvP becomes less and less common until there’s barely any player left that you can still fight (which is why the level range needs to be really big).
Keep in mind that, if the game becomes popular enough, the average level of players will be very low. People will come and go, only a few will bother getting far and servers will have much more new players than veterans.
Finally, these laws probably shouldn’t exist in an arena and, if it’s still planned, the power slider could affect it.

To be fair, it isn’t like there are many NPCs that are actually our level in WoM (aside from minibosses, which are very easy to kill due to them being alone).
