Just make AP a completely block/resistance bypass oriented state and leave it be, it’ll be viable in it’s niche to counter block heavy build and will be fine as is.
Because %damage is inherently flawed, as it means as regardless of your target’s health, it’ll always take the same amount of hits to kill it
