Water magic isn’t known to be able to physically maneuver existing water, only make some new magical water.
The Tide Curse can, but that’s because it’s a Curse, just like Growth it has special abilities.
Captain Maria does NOT have that Tide Curse.
It does appear that she uses Abyss variant, which does look a lot like seawater, but she’s casting these tentacles from outside of her arena, from the water, with no magic circle.
She can also turn invincible?
Maybe she does have the Tide Curse.

I think in terms of magics interacting with their namesake elements, Water and Wind and some others are the ones that could potentially assimilate well
Even if it’s not 100% element control, just being to redirect latent nearby materials and fluids is probably something that takes a lot of skill to master, and given Captain Maria’s rank, she should at least be competent 
she summoned a magic circle somewhere other than near her like we often do

I think she’s literally just putting the magic circles outside the boat, and we are inside the boat so we don’t see them
