Magic Council and Bounty hunting

What do you of about players being able to join Magic Council? Or what do you think about bounty hunters? Personally, knowing how abused the Arcane Government system was in Arcane Adventures, I don’t think that players having the ability to join MC is a good idea. But on the other hand, I absolutely love the idea of bounty hunting. It’s like hide and seek but you start a huge fight you find each other.
